As countries around the world work to overcome the COVID pandemic and restart their economies, they all face the challenge of how to reopen their borders and allow international travel to resume while protecting their populations’ health. Already, countries are beginning to develop bilateral or regional agreements to allow some travel to resume.

However, without coordination and harmonization, these disparate efforts will lead to a patchwork of fragmented policies and procedures and make international travel confusing and uncertain long into the future. 

The Commons Project, a non-profit public trust, established with support from the Rockefeller Foundation to build digital services for the common good, will be collaborating with the World Economic Forum and a broad coalition of public and private partners around the world to develop and launch a standard global model to enable people to document their COVID-19 status to facilitate international travel and border crossing.

In recognition of the need for countries around the world to protect the health and safety of their citizens while reopening their borders and restarting their economies, participating governments and organizations agree to collaborate in the design, implementation and adoption of a harmonized, privacy-protecting framework for health data access to support safe border reopening and economic recovery.
